Cursor Agentandklinsmaya 0bef12a93c fix(market): replay install keys before the catalog ...

Resolve a workspace idempotency key before catalog and admission so a
replay does not depend on the catalog. Adopt a skill only when its
content digest matches and it has no files; any other name hit is
content_mismatch and is not inserted. Keep crash bookkeeping off the
public step while still storing it with the operation.
