Jandmultica-agent 6807f3bcfc refactor(cli): tidy label resource-type validation ...

Two review nits, no behavior change:

- The label command header comment still listed `agents` as a supported
  resource type, contradicting validateLabelResourceType below it.
- validateLabelResourceType took an `allowEmpty` flag that both call
  sites passed as false. The list path already guards on a non-empty
  value before calling, so the parameter was dead.
