7ebaf00e7c MUL-8136: feat(server): restrict workspace creation to listed emails (self-host) (#9411)
* feat(server): allow workspace creation only for listed emails (self-host)

Add WORKSPACE_CREATION_ALLOWED_EMAILS. When set, POST /api/workspaces
returns 403 for callers whose email is not listed. Empty keeps the
current behavior; DISABLE_WORKSPACE_CREATION=true still blocks everyone.
No instance-admin role, no domain allowlist, no UI hiding.
