Rescoped from the original freshness-awareness PR per maintainer review on #6930: the upstream freshness tracking (import-time version markers, the refresh-check endpoint and cache, and the detail-page up-to-date indicator) is dropped entirely; only the bulk update remains, simplified. The skills list batch toolbar gains an Update action: the confirm dialog shows how many selected skills will be re-downloaded from their hosted source and how many are skipped (manual/runtime/no permission), then reuses the existing single-skill POST /api/skills/:id/refresh sequentially across the updatable selection. No freshness probe first — re-fetching an already-current skill costs one download on an explicit click. Kept from the original design: per-item failure tolerance (one 409 must not strand the batch), a partial-failure toast, and the selection surviving a partial run so retry is one click. Frontend-only; no API or schema changes. Co-authored-by: Guillaume Sayer <[email protected]>
