* feat(ui): use TruncatedTooltip for truncated labels across the app (MUL-8313) Replace native title attributes (and one plain Tooltip) whose content only repeats a truncated label with TruncatedTooltip, so the full text shows in the design-system tooltip and only when it is actually cut off. TruncatedTooltip now builds on DeferredTooltip, which gains a shouldOpen guard, so nothing but the trigger mounts until the first hover. That keeps it cheap in dense surfaces such as table cells, board column headers, and label chips. TruncatedTooltip enables both, restoring the keyboard full-name tooltip in the project picker. - TruncatedTooltip lets the bubble break long unbroken values (hashes, URLs) so they wrap inside the max-width popup instead of overflowing it.
