* feat(ui): raise tooltip open delay to 500ms with instant hand-off (MUL-8313)

- One TOOLTIP_OPEN_DELAY (500ms) shared by TooltipProvider and
  DeferredTooltip; drop the hard-coded 200 in the theme provider and the
  redundant nested provider in the create-issue footer.
- Make the instant window explicit (TOOLTIP_INSTANT_WINDOW, 400ms, Base UI's
  default) and let DeferredTooltip, which Base UI's delay group never sees,
  join it: tooltip popups record when they mount and unmount, and a deferred
  tooltip hovered while one is showing or just closed opens immediately.
- Close delay stays 0.
