3 people 4bfa916450 MUL-8431 feat(layout): name the rail's work space Work instead of Issues (#9748) ...

The space holds Views, Pinned and Projects, and its id is already "work";
only the label said Issues, which made Projects read as part of Issues and
repeated the word three times (rail, panel title, All issues). The Issues
page and the issue noun keep their names. Other locales move from their
issue word to their existing work word (工作, 作業, 작업, Travail).
