Claude ee436f3397 Publish the dingze Portal and document the release procedure ...

- scripts/build-html.mjs: the Portal CLI's deploy-time patch so the HTML build
  reads only .env (the target environment written by `nb portal deploy`).
- docs/deploy.md: plugin release, Portal create/config/deploy with this
  repository as the development path, and the role grants for Portal entry.
